How to paint over sponged painted wall?
I have one accent wall that I did the ragging effect on. I want to paint over it without having to sand, or do anything that would be too dusty.

You can prime first with a primer and then paint. If there is any roughness to your ragging you will be able to see it so consider some sanding if you are not going to like any texture showing through your paint. A sanding block would work good for some minimal sanding--extra fine grit.
You will not get rid of the rough texture unless you sand it away. Prime first with a good quality primer and then put on your finish coat. You can tint your primer to the same color as your finish coat so you will need only one coat of final color.
