You should be able to paint over it. If it's a shiny paint you'll need to sand and clean off the surface before painting the latex paint.
You need to sand, then prime with an oil based primer or a binding primer, then you can paint with latex. If you don't prime first it will peel.

You don't need to sand. Just prime with Kilz primer then paint with your latex paint. primer has bonding agents in it.
