Scrub with steel wool or sand blast assuming it's cast iron.
I have been using steel wool for yrs, also put in the oven when I set the auto clean function for the oven, comes out perfect.

When you clean a skillet use salt to help scrub. Then dry the pan and add some oil if needed. For the bottom make sure it’s dry so it doesn’t rust.
