Do I prune a Japanese maple now?
I planted this Japanese Maple sapling 2 years ago. Last year it did not fair well. Last fall, we moved it to a hopefully better location. The weather is warming and I am encouraged by the amount of new growth. Should I prune off the dead branches now? It is mid March in Ohio so it may still get cold....

No, do not prune yet.
Don't prune until you can be sure what is dead and what is still viable. Pruning will stimulate growth, so you need to be doubly sure that you won't have more freezing temps.
Last frost date in S.W. PA is between May 11-20. I'd advise waiting to prune, to avoid damage.
