For plastic I would recommend painting them (I do NOT recommend spray paint) with craft or latex paint; decoupage; washi tape or hot gluing sewing trims, beads or other embellishments.
Krylon spray paint for plastic works great. Then stencil or paint designs on them. I did one, with a slit in the top for grocery bags. Keeps them handy, but out of sight.
I have decorated plastic containers using jute or yarn. Just glue up from the bottom.
I have also used twisted fabric strips, glue again up from the bottom. You need modgepodge glue or a glue for one side porous the other for solid base.
