Outside walls? Inside Walls with/without windows ; Paint,hang metal art from them,hang old repurposed windows with curtains(If you don't have windows),hang decorative tapestries to break up the walls adding color,hang canvas painters tarps acoss the whole wall covering it completely like drapes to add texture & warmth,hang or place planters/plant stands all around adding greenery or greenery & flowers. Of course you can paint it but if you apply a layer of stucco it adds a look of texture, create a wall mural that carries on the rooms theme, hang pictures or artwork, add shelves to concrete walls using concrete screws.
What would you think of painting them to look like the outside of a cottage, complete with hand painted flower gardens, butterflies and a lady bug or two for luck?
Get some fabric and use fabric starch to 'glue' it to the wall. (washes off easily).

Hell, Paint might be the most obvious choice, I love my concrete painted floors and they are holding up very well.
