If it's just on the metal, I recently painted our outdoor lights. I used a metal brush to get off any loose paint. Then I used an outdoor paint and a small brush to paint them. It was a little tedious, but it was a lot cheaper than replacing the lights.
You can definitely paint them! Just take them down, remove loose paint, tape off areas that shouldn’t get painted and then paint!
If lanterns are copper, use a copper polish. After cleaning, apply 3 light coats of spray lacquer, covering all areas.
Sand and paint.

I'd sand them, then prime and paint with rustproof primer and paint.
