If the paint was waxed, you can wipe it down with mineral spirits to break down the wax, so you can paint over it. I would also lightly sand after it's dry.
Hi try using a frozen freezer pack on it for 15 minutes. Then using a plastic pot scraper or plastic spatula to scrape off residue . Good luck !
Sudsing ammonia was also used to remove wax back in the day.
