A degreaser is often needed to remove cigarette smoke residue. You can find TSP (trisodium phosphate) in the home improvement store which needs to be diluted. If you plan to paint the room later, the walls will need to be primed before painting because even after cleaning really well, some of the left over residue may still seep through the paint.
Boy that’s a tough job, cleaning with Tsp then prime with a stain blocking primer like kilz then paint. You really can hardly ever just clean these walls the nicotine will bleed back through so best to clean snd paint, good luck!
If it were me, I would wash down the walls with water and Simpe Green cleaner. It both deodorizes and disinfects but is non toxic. I use it for all my spring cleaning and daily house cleaning chores. You can buy spray bottles or buy the concentrate in the gallong jugs.

I've done this before. It was actually pot smoke residue on a rental. I had to wash down the walls, you can use the above suggestions or Odoban, then paint the walls. It will probably take two coats, but this will seal in the remaining residue. No matter how much you scrub, the stain will still be there, so painting is essential.
