The house was built in early 20th century, horse hair plaster,I think, so instead of taking the paper down, can I paint over it?

Always best to remove it. Moisture in paint can cause it the bubble and peel. If it won't come off. Clean it well, prime with Kilz primer then paint.

I do wallpaper removal, and much of it is after someone tried to paint it and its now bubbled and peeling for which I charge 3x the going rate to clean up the mess. Rent a steamer and remove it.
You'll always see the paper texture underneath if you paint over it. Like painting paneling, it is still paneling. That will still be wallpaper. Good advice above.
