I would think tiles made for outdoor use would be a better choice. Ceramic indoor tiles may not adjust to extreme temperature changes, and may crack or break more readily outdoors. How big an area are you planning to lay the tiles? You might want to start with digging out a few inches of topsoil, filling the area with sand and tamping it flat and level. This will keep the tiles from shifting in warm and cold temperatures.
