It is better to use an enzyme cleaner for pet urine than vinegar. The vinegar will temporarily eliminate the smell but it doesn't do much else and it doesn't remove the urine components that keep pets from coming back and urinating in the same spot. To properly use an enzyme cleaner on a fresh stain:
1. Blot up as much of the urine as you can before applying anything.
2. Soak the affected area with the enzyme cleaner.
3. Let the enzyme cleaner sit for 10 to 15 minutes.
4. Blot up as much of the enzyme cleaner as possible.
5. Leave the enzyme cleaner to air dry.
Enzyme-activated formulas remove organic stains by breaking down protein, starches and oils and can stay active until they are gone.
Wait until the baking soda is dry before you vacuum it up. If you are going to use an enzyme cleaner it is best to use that initially before you use anything else.
Nature's Miracle is one brand of pet enzyme cleaner found in the pet section of places like WalMart and Menards.
You need to remove the urine before attempting to clean.

Rent or borrow a steam cleaner and suction the baking soda off the floor. If that doesn't get rid of the smell try Natures Miracle and put it in the steam cleaner and clean the affected area. https://amzn.to/2DgGZDY
The best product we've found in 30 years of owning dogs is a cleaner called Folex that Home Depot sells. It not only cleans up the stain, but removes the odor too.
