TSP or Krud Kutter. Dawn dish liquid, cup of vinegar, and gallon of hot water. Nicotine is oily so a good degreaser will work.
TSP and water if eggshell base paint. But, if matte paint, then seal with a primer and paint it. In fact, anything which is paint-able should be done. The smoke odor will be in your vents, flooring even under carpet.
