Since chapstick is mostly wax, I would lay some old soft cotton over it, and use a hot iron, wipe and repeat till its gone. Since there is also oil in it, you might have to use something like cornstarch to remove the oil, or cornmeal.
I assume you have scraped off surface wax, so you could try Bar Keeper Friend
