Behr makes an excellent opaque deck stain, in any color you want.
It is better than a paint as it permeates the wood and is available in semi/opaque as well.

Remove them totaly then reenstall them
When we redid our Decks we removed all of the planking then we then powerwash it all first. After that my husband reinstalled between the new planks starting at the home so that a new one was by the house in front and an old one by the house in back do not understand that but then he put the Deck Stain on it all used a little darker one than we had before turned out great.
