Hi Delores yes you can put shiplap on your ceiling. You might first want to take a metal scraping device and scrape the ceiling lightly to knock down any large popcorn pieces so the shiiplap will be level when installed.

Yes you can, my dad did something similar in their house by putting drywall up over the popcorn ceiling.
