How to remove and prevent flaking paint?

I have flaking paint on my bathroom ceiling, what's the best way to remove this and stop it happening again

    flaking paint may be from water damage, or a bad prep from painting. if you have access to the attic-go there first. and see if any water stains are visible. if visible you need to dry the area. fans help. scrape all flaking and loose paint off. when bone dry- paint.

    Need to make sure you have an exhaust fan. Sand smooth and prime with oil based paint. Paint with oil based paint.
