Try using steel wool.
vinegar --Mix the water and vinegar 50/50, and let the pan soak in the mixture for an hour or up to six depending on how bad the rust is. Then gently scrub the rust away from the cast iron pan with your scrubber ; steel wool---Use fine steel wool to remove rust from affected areas. Scour the skillet until the area returns to raw cast iron. Wash the skillet thoroughly: Wash the cast iron with warm water and mild dish soap.
