Stair carpet is usually stapled or tacked down so while you can pull it up you will have to remove the staples and/or tacks before you can install new carpet. You can get carpet from a home improvement store or buy stair tread sections. As for holding them in place? Staples will probably show unless you have a dense plush carpet. Tacks would be my preference. You can buy decorative ones that would pretty up the installation. Issue is your ability to hammer them in. I did a small set of stairs with tacks. Old oak treads and they were HARD. Took several attempts to get the tacks in. Good Luck.
Not as easy to replace as one might think as you need a lot of tension on new carpet to hold it tight and trip proof if that is what you are planning. Removal should be fairly easy by using a small pry bar to remove the staples.
I just purchased stair treads from the Improvement catalog. Many styles and colors. Easy to install. A coat of stain on the old stairs with two coats of poly before you put down the carpet and you will smile every time you climb the stairs.
Check the remnant section in your local home improvement places or carpet stores. It will be way wider than you need so buy a carpet knife.
A good coat of carpet cement applied to the back of carpet will slow down stretching. Allow to dry before installing the carpet as it will make the carpet very hard to remove in the future.
