Well... painting it may be easier, but not necessarily better. It wouldn't wear as well as new tile.
Nope for peel and stick over existing tile. Grout lines and imperfections in the existing tile can transfer to the peel and stick. Needs a smooth level base.

You shouldn’t lay anything over existing tile as both will suffer for it and you’ll have to replace it. Painting works.
I would say painting would be my first choice! Peel and stick are better on a flat surface.
