Most people glue it down. I don't like outdoor carpet. Gets wet, traps moisture. Can rot wood and deteriorate concrete. Also a pain to remove in the furture.
I wouldnt glue it down bc then it becomes permanent and if you do ever decide to remove it it would be difficult to do so. Instead use heavy duty double sided tape then you can easily pick it up if need be.
