Scrape off any chipping paint. Lightly sand with 220 grit sandpaper to smooth it out. Prime with Kilz primer and paint with bathroom paint.

I agree with both of the above posts. William's suggestion to prime is essential. Latex semi-gloss is excellent for bathrooms
Bathroom paint has mildewcides in it. Also less chance for paint failure. A semi-gloss like Laura suggests.
