Have you tried Bar Keepers Friend or CLR?
Looks like the original finish has been unknowingly been scrubbed off by unnecessary incessant scrubbing and using the wrong products. If CLR or Bar Keepers Friend do not work, consider having professionally reglazed or try one of the home kits.
I'm afraid that I'll have to do that, but I'm hoping.
My sink gets stained over time with stains that just won't come out. I mix together baking soda and bleach until it a thick paste. Apply a thick coat. Spread it on before you go to bed and rinse the next morning. It has always worked for me.
I was also going to suggest bar keepers friend and bleach. Hopefully some of the suggestions will work so you don't have to have it reglazed. I really doubt that painting it would work.
