Hello. I find this CLR cleaner pretty effective or a mold mildew powerwashing solution like this.
I was given a roadside find of a Rubbermaid love seat by my daughter. It was all black spotted and nasty looking like it hadn't been cared for at all. I used an orange oxy cleaner and a Mr. Clean magic eraser sponge. It made it like brand new! It took a bit of scrubbing and elbow grease, but it looks like new now. We even had it on our front yard seating area until we found what we wanted (white was just too bright and it stood out too much).
Another option is after cleaning, spray paint it with a spray paint that works on plastic.
CLR this stuff cleans everything!
a gallon of bleach, some laundry detergent in a 5 gallon buck (don't fill to the top) and a scrub brush. Wear safety goggles and old clothes.
