Are you building on concrete floor or do you have access under the floor?
You have to be able to run a sewer line for the toilet, shower and sink. Then, plumbing to the fixtures. Once you've done that install everything.
This project is not for a beginner DIY. Requires permits and inspections. Local building codes must be followed. Even if you have water, electric and even possibly a gas line, a sewer line needs to be installed or tied into your existing system. If your house is on a slab, much more costly than if you have crawl space under the structure. I am all for DIY, just be sure to know your skill set before proceeding. If you need to hire a contractor, here is how!

First thing is to totally rework plumbing, run a vent stack thru roof and run a sewer drain line for toilet. Toilet needs to be centered in 36" opening for code. Then add your sink. May want to pull a permit in case LPI, drives by and wonders about the new vent stack.
Naomie is right that creating a 3-pc bath where one did not previously exist is major construction, that realistically, could cost into the 10's of $1000.
Is your home on a basement, crawl space, or slab?
This alone will effect the cost of new plumbing installation.
