After that a good stain blocking primer should do the trick before a new paint job :)
Clean with a mold and mildew remover like Jomax House Cleaner and Mildew Killer by Zinsser. Since it's a bedroom you definitely don't want to take chances. Prime with Kilz Original, it's oil based but is so much better for something like this. Then paint with a ceiling paint.
