Evelyn, are you trying to remove a wall paper or just don't want your boarder in the decor while putting your wallpaper up? For talking down or removing the entire wall paper or boarders.. use one part of warm water and one part of vinegar and wallpaper would come out instantly. I have used this recipe several times over the years.
If you are asking to take off just the boarder. I would used cute them before installing the wallpaper. I hope it helps.
Soak down with wallpaper remover in hot water, let it soak, keep wet and use a wide putty knife to scrape off. May come off in layers but you'll get there. Wash off all old paste, then you'll be ready to paint.
Peel as much as possible from the walls.
If you can't get to the backing, you may need to score the paper with a tool. Paper Tiger is easy to find. Light pressure because you don't want to damage the wall behind the paper.
Mix 50/50 fabric softener & warm water in a spray bottle or garden sprayer. I've read that vinegar is as effective but I have never used it.
Allow the mixture to sit for 5 - 10 minutes so that it saturates the adhesive on the paper backing.
Scrape with a plastic scraper.
Once it is all removed, wash the walls with warm soapy water (blue Dawn is my go-to) and a microfiber cloth.
I use a scoring tool and steam and a plastic scraper. My steamer is made for removing wallpaper. They also make a chemical that you mix in water and apply to your scored wallpaper that helps to loosen the glue but you will still need a plastic scraper and will have to wash your walls down and let them dry good before you either paint or put a different border up. Check with whatever store in your area that sells wallpaper for the best and easiest way to remove wallpaper and borders. I will say that no matter what method you use, removing wallpaper is a time consuming and messy job.
