Choose a plastic fabric or felt-lined plastic tablecloth. Remove the old seat cover from the swivel chair. Replace the old padding if needed. Use the old cover as a pattern for the new cover, allowing a couple of extra inches all the way around. When you fit the new cover, overlap the parts and staple them in place, carrying the seat cover over the edges and onto the bottom where it should be stapled securely. Folding the edges of the cover under creates a smooth neat edge, especially around chair arms. Make sure you paint any metal parts with a few coats of Rustoleum or a similar product.
