It is an egress window and is required by code to be unobstructed and is used as an emergency exit. It should be easily opened and if not easy accessed from inside, you may need an emergency ladder installed as well. You may put a landscape railing around the outside but it has to be able to be removed quickly. Home improvement stores sell covers but they are expensive.
