The function of drop cloths is to absorb wet drops of paint, so that they do not seep through to whatever is under the cloth. These cloths are low priced because they are meant to be thrown away when they become saturated. They are meant for indoor use only.
Unfortunately, there isn't anything you can do to change them so that they are waterproof or moldproof.

Yes, Scotchguard spray is a very good product for helping to make fabrics water resistant.
However, I would not think that drop cloth fabric is robust enough to be used as in this way as an outdoor fabric.
How are you planning to attach the fabric to the arbour? Sturdy hardware will be necessary so that the cloth does not fly away in the wind, and hardware can be abrasive and cause tearing easily on fabric.
