When painting plastic or vinyl, use a high quality, exterior, acrylic latex paint or a paint made specifically for plastic. While not required, priming theshutters with a latex primer before painting with acrylic latex paint can increase adhesion and allow better coverage by the top coat.

Krylon Fusion better to use paint that is made for vinyl/plastic so it sticks/lasts; it costs more but remember you get what you pay for ; comes in spray paint or brush on; buy online in bulk case lot it's cheaper than by the can

I've painted mine with Rustoleum for plastic. Worked great and have never peeled.

Use a spray paint that is listed for both vinyl and exterior use. I like Rustoleum.
