It isn't entirely clear what your question is.....
Have you recently moved into a home that is newly constructed and has never yet been painted yet? Are you wanting to paint walls in the interior of the home? When was the home built?
Are the walls drywall? Is there any coating or paint on the drywall?
To properly prime new sheetrock for painting, you should use a PVA primer like this. It will seal the fresh sheetrock and mud so that the paint finish will be even and not parts showing duller than others.
Prime the walls first because the new paint will suck in like a sponge
Although you may have colors that you like, my advice is to paint all the walls with a neutral light color at this point in time.
A neutral color will be suitable for all rooms and will more easily harmonize with other colors in the decor that you will be adding later on. You can always paint over sections or parts of rooms once you live in the house for a while, or add more color in furnishings (curtains, bedding, area rugs, wall art, etc. )which is easier than painting.
Moving into a brand new house is exciting, but it does take time to get used to your new surroundings and establish it as your own individual home.
Once you actually move in and begin rearranging furniture around you may change your opinion or feeling about what kind of a mood you may want to create in each room, and how you are going to use each space. So, go with neutral walls right now.
