I have glued it with loctite with success, then primed and painted.
You should be able to glue it back down.
I would recommend that you scrape off any loose tape and put a skim coat of mud over the area. I would never glue drywall tape as it is designed to bond with drywall compound.
I agree with Laura. Old tape needs to be removed and new tape mudded in. Use fiberglass drywall mesh tape.
