Additionally, if you choose to prep the surfaces and paint, I would contact the manufacturer and ask what kind of paint they would recommend. Have you make and model numbers ready when you call them.
I do not think you can paint the inside of a microwave, but you can remove rust with Rustoleum rust remover or Navel Jelley
If it's so bad you think it needs repainting, I'd replace it! You don't want microwaves shooting around the kitchen cooking YOUR insides! A new unit isn't very expensive at all these days.
Never use any paint/chemicals in a microwave!!! You don't know what will combust or catch fire, and will get into your food. Microwaves are so reasonably priced now (and energy efficient) that you need to replace yours. The savings in price, energy-efficiency and safety will pay for it in no time.
