Denise....I woud use Citistrip which is a paint remover...hardware stores will have it.
The faux finish crackle paint? On furniture you will have to strip. On walls you'll have to sand it off.
It depends how thick the finish is. You may have to sand it smooth before you can paint over it.
Most likely will have to sand and paint over...depending on how deep the crackle is, you may get away with a self-leveling paint and no sanding. But I'd highly recommend sanding first!
Depending on what type of surface it is on, you will likely have to sand it down to remove the texture of the crackle paint.
