Brush with a stiff wire brush to remove any loose rust.
Clean and let dry.
Then paint with a metal formulated spray paint like RustOleum that also contains a primer.

After you wire brush off rust, prime with Rustoleum rust converter then spray paint it with Rustoleum spray paint.

I'd do a test piece. We thought we had prepared our furniture properly and was disappointed that the new paint was peeling off. Since then, we had the pieces sandblasted and painted.
Yes, wire brush the piece first. Then clean well including using a degreaser. Prime using Rustoleum primer for metal (not paint/primer in one). The primer works to stop the rust and to seal the piece for the future whereas paint & primer in one is not so. Move on to paint the piece with Rustoleum or similar DTM = direct to metal paint (says "for metal" on the can). Using anything else will cause it to peel.
