You can make a cover of ceramic tiles or tile pieces, flat stones, damaged ceramics.
Anything they can't overturn.
This will also slow evaporation and block weeds.
Have you tried Irish spring soap? Lots of animals don't like it. Cut up in med. size chunks.
If I have trouble with chipmunks, I feed them away from the trouble area anything they will eat, like stale cereal, cookies, cake, nuts, etc. Once my Hostas are up, I put some under the canopy where I see them run under them on a regular pathway, I also put some on the cement pad for the neighbors air conditioner which is right next to my driveway. Way up in in veggie garden, if I find some damage and one of their holes, I put a mouse trap baited with peanut butter by the hole. By the next morning, it is sprung, no further damage and the snap scares them so much that they ruin their hole going down it and don't return, no more damage to my bush beans! I also use cayenne pepper powder sprinkled liberally on the soil and follow it with grated Irish Spring bar soap, the strong odors help repel rabbits, squirrels and chipmunks.
