Assuming the tub has rust stains near the drain and supply - not general rust all over. Many areas have a lot of iron in the water. A water softener can help eliminate the iron and thus eliminate future stains. A product like CLR can help dissolve the rust and other minerals. Follow instructions. A scrubbing with Comet or Bar Keeper's Friend may be needed. Lots of options.
If it's rusted all the way through, you can seal it with a repair kit. For a small area. https://amzn.to/2IlTFwp for a whole tub https://amzn.to/2IKwiLZ
