It is a fungus. You have to individually take off leaves wearing gloves, and put them in a bag immediately. Do not touch other leaves, it spreads. Wash cutter when done. It may look denuded when done, but will come back.
Oh my, I have raised roses off and on for many years. It's a fungus and can be treated but it's tough to get rid of. I found if I added some sawdust with my dirt as I planted my roses, that seems to help, also, watering , you need to allow the water not to stand around the bushes, that also helps that fungus to keep healthy. Roses are beautiful, and I love them so very much, but to have them is almost a full time job. Now they have disease resistant bushes but I moved and left that for the next home owner. My youngest son dabbles with roses, he says the secret is not to crowd the bushes together. Best of luck
I spray with a fungal inhibitor spray that you can get at Home Depot. It's also a miticide.
Thank you, for all your help, I will try them all out. Love Roses.
