If crumbling, you need more than just a sealant. The structure itself is at risk. I would bring in a foundation specialist for a consultation.

Yes, eat too late to seal, need a foundation pro soon.
You have a problem an outside water and a foundation problem. The water problem on the outside of the foundation needs to be taken care of first and any reoairs to the block. Sealing from the inside will not solve your problem. You need a foundation professional.
