the brown may be a fungus, or a sun burn.

This is black spot disease, caused by a fungus. It takes work to eliminate it but it can be done. Here's a link to the disease with ways to control it. Good luck!

Just make sure to pick up the diseased leaves off the ground. They will spread the fungus through the root system. I had a rose garden years ago, and this was a constant struggle! But it was worth it!

Cut off the infected leaves and dispose of them in the trash, do not compost. You can treat this with Neem oil.
1 gallon of water
2 and 1/2 Tablespoons of Neem oil
Spray on top and the underside of all leaves.
