There's really no reason it couldn't be painted. I'd not paint over the IDTag or any instruction areas. Depending on the style you could paint it to look like a rocket!

Sounds fun, if you are painting it because it is,rusting, may be time for a new water heater. Make sure you use oil based paint or spray paint or you will cause it to rust.
You have me wondering why you would do this on an appliance which most people consider invisible.
