Try scrubbing i with soap and water and then rinse it off with plain water. You could also seal it and paint it with Brick and tile paint too.
In order to protect your plants, water them down before you do anything and then cover with a tarp to give them added protection. After your are done cleaning with a good degreaser solution or siding cleaner, which may have a bit of bleach in it, spray the plants again with clean water after removing the tarp.
You can pressure wash with just water or get a high pressure attachment for your garden hose. You'll be surprised how much better it will look.
Use a soap--not a detergent- that does not contain any chemicals something gentle like Castille and a good stiff deck brush soak the ground and rinse off the plants both before and after cleaning the bricks, this protects the soil the plants are growing in so roots do not burn as well as leaves.
