I had something similar to deal with. There was adhesive that had been applied with a notched trowel. Drywall finisher I brought in skim-coated it with drywall joint compound. Takes some time and skill to get it right. Nice thing is that you can easily sand the high spots and reapply compound until you are satisfied.

Often your best bet is not to remove the texture paint but instead apply another Coat of Texture Paint, but use A Flat Roller rather than a Textured Roller.
