Are you going to use the ball or just sit it in your garden? Paint won't last if using. Draw your frog on somehow or free hand paint it oil based sign paint.
I have been looking at frog faces recently for a Children's Sermon. I just searched for frog line art and lots of cute images came up. I have used a light-colored transfer paper ( probably came from Michael's or JoAnne's ), but if that is not available, just cut out the shape and the features, then trace around it onto the ball. I try to keep the shapes simple for these type projects. Best wishes!
