IF YOU DONT HAVE A PLUNGER, you can use the dish soap method 1/4 cup dish soap- pour over the mess, let sit a good hour then add hot not quite to boiling water.flush.

If just a wad of paper and the toilet is draining slowly get a 3 -5 gallon bucket and pour it in quickly but don't overflow the toilet. It should empty quickly. then if it clears flush a couple of times to make sure the wad has made it to the sewer.
If this doesn't work and drains slowly and you have kids there may be a toy caught in the goose neck of the toilet. 90% of the time this cannot be rectified and you need to replace the toilet.
Fill a bucket with boiling water, add one cup of clorox and let sit for at least an hour. Be careful not to inhale the clorox fumes. And repeat until it's clear. If that doesn't work, and a good plumbing snake (which you can get at a place like Home Depot, McCoy's, Lowe's, etc), then you probably will need a plumber. If you don't want to use clorox, you could use the boiling water with 1/2-1 cup baking soda and 1 cup vinegar. Be careful with the bubbles. Using boiling hot water and vinegar might cause other problems with the plumbing if any type of glue has been used so I would try the clorox first. Patience is what a problem like that takes. I am unemployed so I have had to use home remedies like that rather than more sophisticated products. A plumber once suggested that I do the boiling water and clorox on a weekly basis in the kitchen sink because I was having very frequent problems with the dish water draining, which would cause the dishwasher to overflow because the line was clogged. Either use the clorox or the vinegar, don't mix the two, probably within 48 hours. If the problem lasts more than 48 hours, and the plumbing snake didn't work, you need professional advice. It might not be the toilet. Best wishes.
