If you want to refresh the cedar scent, lightly sand (perhaps with steel wool) the interior. Clean the outside with mild soap and water with rag almost dry then wipe down. If it's extremely dirty you can wipe down with mineral spirits. You can add a cushion to the top for a bench function.

NOTE: IF THIS WAS MY CHEST, I would make sure that it has no antique value before doing anything to it----- if it is valuable and would like to sell it some day, you want to have it appraised in its current condition. Doing anything to it could destroy its value.
