My table has a very thick stain I did years ago. Can I create a French Provincial look without stripping it first? (I forgot to stain one pannel the first time!}

If it is only stain, you can paint without stripping. If there's a top coat like poly or varnish you will want to remove that first. Going on the stain only premise, you can scuff with fine steel wool so the paint will adhere better. Then clean with denatured alcohol. Some people use TSP as a prep and it works great too. Then you are ready to prime and paint.
Chalk paint can go over anything (especially if it doesn't currently match) ...just make sure to clean surface and you're good to go!

Nice cherry, that said you could prime it with a stain-blocking primer like Kilz. Then paint a base color like blue or gold, then paint over it with a ivory white and distress the edges and legs.
I once refused to paint cherry cabinets for a customer. The wood is beautiful. Painting it would decrease the value and appeal in my opinion. Why not spend a little extra time and stain it?
