It is messy, but we had to scrape it. We dampened the ceiling and carefully removed the stuff by a small area at a time. Then let the ceiling dry completely and start preparing with top coat to paint.

Dampen it with either a hand-pump garden sprayer, or a garden hose with a multi-action nozzle, using the “flat” setting. Get a rigid scraper or drywall taping tool and duct tape it to the end of a vacuum hose, using a wide hose attachment on the end of a rigid hose extension. Have the scraper sticking out just a little further past the hose attachment. Lay plastic sheeting over everything, even if u emptied out the room first, which will ease cleanup, and prevent things getting dirty in the first place. Turn on the vacuum and scrape away. With the hose trailing behind and below, it’ll catch the majority of whats being scraped off, making this job waaaay less messy than just about any other method.
You must test it for asbestos before doing any work on the ceiling. Then spray it with water and scrape it off. Lots of messy work but worth it for an update in your home.
