Take a good photo of the cement wall to the paint department of your local home improvement store and ask for their opinion. They sell so many products and have the know-how so that they should be able to give you a gameplan for success.
Ours was a brick type surface. We spray painted it all and then rolled a contrasting color on it.
Check at your local home improvement store for the best type, but there are plenty of options of paint made specifically for cement. You can also tint it to any color!
